WSSI has been working with the City of Roanoke since 2009 on three consecutive term contracts to provide Environmental Consulting Services in support of the City’s Brownfield Redevelopment Program.  The foundation of that program is the cooperative agreements for Brownfield assessment and community wide services between the City and the U.S. Environmental Protection Agency (EPA), an EPA Revolving Loan Fund Grant, an EPA Cleanup Grant, and a Virginia Department of Environmental Quality (DEQ) Grant.  Our work has included:

  • Preparation and implementation of a Combined Remedial Action Workplan for the Virginia Scrap Site in coordination with the DEQ Voluntary Remediation Program and EPA Region III, working on an accelerated schedule to meet a regulatory deadline.  Tasks included interpretation and tabulation of analytical results for 216 samples for heavy metals and 93 PCB samples; a quantitative Risk Assessment using the Risk Based Corrective Action (RBCA) Tool Kit for Chemical Releases; development of a bench scale remediation study for lead stabilization; remedial design for lead and PCB impacts; coordination of a legal review of the Toxic Substance Control Act (TSCA) jurisdictional analysis; and conceptual redevelopment planning and remedial cost estimation.

  • 12 Phase I Environmental Site Assessments, in accordance with ASTM 1527-05 and the EPA All Appropriate Inquiry (AAI) Rule, for potential Brownfield sites

  • Seven Phase II Environmental Site Assessments of potential Brownfield sites

  • Two Analysis of Brownfield Cleanup Alternatives (ABCA)

  • Implementation support for three successful cleanup plans

  • Preparation of seven Combined Sampling and Analysis Plans (SAP) and Health and Safety Plans and three Quality Assurance Project Plans (QAPP) for EPA review and approval

  • Development of plans (including Health and Safety Plans) and bid specifications, along with contractor selection assistance to support site-wide remediation implementation

  • Management of a Virginia Voluntary Remediation Program (VRP) for a former abandoned landfill site located within the boundaries of an active industrial park

  • On-site remediation oversight and documentation

  • Public Notice Coordination

  • Coordination and facilitation of project status and coordination meetings involving numerous stakeholders
