WSSI was retained in 2014 by the City of Salem to provide MS4 and environmental compliance services, performing the following tasks:

VSMP Ordinance Assistance – Assisted in the development of the City’s VSMP Ordinance required for submittal to the DEQ as part of their local VSMP Application Package. The VSMP ordinance required consistency with the City Code’s existing ordinances as well as integration of local standards, which exceeded those required by the VSMP.

MS4 Program/Permit Assistance – Developed a MS4 Program Plan and Annual Reporting Template explicitly consistent with the requirements of the current General Permit. Assisted the City with responses to DEQ’s audit comments. Additional support services included outfall identification and screening, and the preparation of program manuals for Good Housekeeping and Pollution Prevention and Post-Construction SWM Facility Inspection and Maintenance Manual to support compliance with Minimum Control Measures 1 and-5.

TMDL Action Plans – Developed TMDL action plans to support compliance with the General Permit Special Conditions for Non-Chesapeake Bay TMDLs, specifically the Roanoke (Staunton) River PCB and the Upper Roanoke River Watershed E. Coli and Sediment TMDLs.

MS4 Training – Developed a Training Plan to support compliance with MCM-6 utilizing existing site specific SWPPPs and Illicit Discharge Detection and Elimination written procedures. Developed SWPPP Implementation Tools (targeted mapping, reference guidance, and inspection forms) to support compliance with MCM-6 and aided in identification of Salem’s High-Priority Facilities. This overall effort resulted in the preparation of a site specific SWPPP for each of the applicable facilities.  Conducted MS4 compliance training to over 35 staff.

SPCC Plans and Training – Developed ten SPCC Plans for the City of Salem Electrical Department. The Plans addressed the Main Facility Building, eight substations and the Pole and Transformer Storage Yard. Prepared and conducted annual SPCC training for all City oil-handling personnel.

PCB Evaluation – Completed an investigation of potential PCB sources for stormwater contamination at the City owned Maintenance Facility. The investigation included mapping drainage areas, historical site research for sources, sampling and analysis of PCBs and evaluation of 21 areas of concern. Drone technology was utilized to perform some of the investigation and evaluation.

Technical Support for DEQ Compliance – Assisted the City in determining regulatory applicability to determine if a VPDES General Industrial Permit was required for the stormwater discharges at the Fleet/Maintenance facility and whether a historical BMP met regulatory requirements for controlling stormwater quantity.
